Tax & Estate Planning help for US/South African Couple

We have a couple we are working with that owns property in South Africa and lives in the United States. Wanting to pass the South African house to the next generation, but not sure how to go about. They currently do not have any income in South Africa, but plan to do short-term rentals with the house. Anyone with any expertise or could give me a referral?
